Govt to allow Aadhaar enrolments of NRIs, PIOs, OICs

The government has decided that a longer term goal should be to expand Aadhaar enrolment activities in order to ensure that all persons on the Indian soil (Resident Indian, NRIs, OCI/PIO and visa holding visitors) shall be empowered with a unique identity/identifier that can authenticated on a digital platform any time anywhere," Planning Minister Rao Inderjit Singh said in written reply to Lok Sabha. At present all residents including Indian national and foreigners with valid visas can be enrolled and provided Aadhaar number by the UIDAI. Under the Aadhaar project, the Unique Identification Authority of India (UIDAI) is providing a unique identity numbers to residents, which can be digitally verified using the database. As per the official sources, UIDAI is working on the policy for Aadhaar enrolment of NRIs, PIOs and OICs after receiving a direction from the government on the issue. Mention Aadhaar numbers on pensioners' identity cards: Central govt instructs departments

The matter was reviewed by the Ministry of Personnel, Public Grievances and Pensions. "It has been decided that apart from the details already prescribed, the pensioner's identity card should include the Aadhaar number of the pensioner (if available)," the Ministry said in a directive to all ministries and departments under it. Aadhaar is a 12 digit individual identification number issued by the Unique Identification Authority of India. A revised format has also been issued for the pensioners identity card. "The pensioner's identity card should be printed (and not hand written) on good quality paper. The identity card would be got laminated by the department or office (from where the employee has retired) before handing it over to pensioner," it said. With the government having recorded the biometric as well as personal details of 48 crore and 27 crore people — many of whom are expected to be in both databases — it has set out on an exercise integrate Aadhaar with the National Population Register, establish the nationality of those registered and weed out illegal immigrants. The government has in its database the iris scan as well as the fingerprints of around 48 crore under Aadhar and 27 crore in the NPR. Digital India Week: Digital locker, Aadhaar mobile app, BharatNet & more   PM Narendra Modi lunched the Digital India week in Delhi yesterday, wherein schemes worth Rs 1 lakh crore were unveiled, to be implemented by the Ministry of Communications and IT. The program spoke at length about investments in India and digitisation of multiple government services. However, conspicuously absent was any reference to the net neutrality debate or an open internet in the midst of digitising its services. Note that in February this year, the Minister of IT and Communications Ravi Shankar Prasad said that the ministry had approved projects worth Rs 6,000 crore under the ‘Make in India’ program. Aadhaar Mobile App Launched   A new mobile app has been launched to enable Aadhaar holders to download their Aadhaar details on mobile phones. The app is meant to carry residents’ Aadhaar number and demographics data viz. Name, Date of Birth, Gender, Address and Photograph on mobile ph one. The app is compatible with a large number of Android phones (3.0 to 5.0.1) . Government gives thumbs up to Aadhaar card, but does not make it compulsory

Narendra Modi government made it clear that UID scheme is "voluntary" and not mandatory. The apex court, which had restrained the authorities from making the Aadhaar card mandatory for extending benefits to public in September 2013, had asked the Narendra Modi government to apprise whether it would like to continue with the scheme. "There is a strong case for continuation of the UID scheme in view of the widespread use and the benefits being provided to the Aadhaar enrollees," the government said filing a joint affidavit including finance ministry, Unique Identification Authority of India (UIDAI) and other authorities in response to the court's query on a PIL which challenged the validity of the Aadhaar card scheme. "The enrollment to the UID scheme is purely on a voluntary basis and it is not mandatory upon any person to enroll with UID scheme and consequently part with their biometric information," the government added.
